Amid public outrage growing over the kidnapping and murder of 11-year-old Lyhanna, French ministers have held an emergency meeting to discuss measures aimed at better dealing with sexual offenders and child abuse cases. FRANCE 24's James André is at prime minister's residence, and tells us more.
