Panama received a long-awaited audit of First Quantum Minerals Ltd.’s shuttered copper mine, in a key step toward deciding whether the sprawling operation can reopen.
The review found that the project complied with most of its environmental, legal, fiscal and operational commitments while identifying areas for improvement, the government said in a statement Friday. The audit by Swiss firm SGS SA found shortcomings related to administrative processes, biodiversity and ecological restoration, but said the findings didn’t represent structural failures that would invalidate the overall conclusions.
