Chuck Edwards (R-N.C.) after a damning ethics probe found he targeted two young female staffers with lavish gifts, intimate notes and unwanted personal advances. While Edwards avoided expulsion, the House Ethics Committee's four-month investigation exposed a disturbing pattern of behavior by the two-term Republican. Investigators found that Edwards showered his subordinates with designer purses, jewelry, shoes, and flowers; made frequent comments about their appearance; and badgered them with invitations to intimate dinners and vacations. In one instance investigators highlighted, the congressman even skipped a series of House floor votes to decorate a Christmas tree at a staffer's home. The committee concluded Edwards created a hostile work environment, describing his behavior as "thinly veiled advances" where he prioritized personal fixations over professional boundaries. House Ethics Committee Chairman Michael Guest (R-Miss.) clarified that while the case lacked explicit "quid pro quo" demands, Edwards knew his subordinates were uncomfortable yet persisted anyway. "While Representative Edwards denies that his conduct was intended to be sexual or romantic, his pattern of behavior would lead a reasonable person to interpret it as such," Guest said. Addressing the House floor, Edwards apologized to the two former aides, his family, and his constituents, but fiercely fought back against the committee's findings. "I am imperfect. I have made mistakes, but I do not believe I committed sexual harassment," Edwards insisted, pointing out the report found no evidence of explicit sexual propositions or physical contact. "The factual findings of this investigation do not justify branding me as though I did." Despite his defiance, Edwards dropped his reelection bid in western North Carolina following the report's release. The censure is the latest in a wave of scandals rocking Capitol Hill. Earlier this year, Reps. Eric Swalwell (D-Calif.) and Tony Gonzales (R-Texas) resigned under pressure, while Rep. Jimmy Gomez (D-Calif.) remains under ethics review over allegations of inappropriate sexual contact with a staffer. Gomez maintains the conduct was consensual. Ethics Committee Ranking Member Mark DeSaulnier (D-Calif.) dismissed Edwards' defense that the interactions were harmless, noting investigators reviewed nearly 1,500 pages of documents and interviewed 16 witnesses. "These are not innocuous, isolated instances," DeSaulnier said. "They are part of a sustained, unprofessional, and inappropriate conduct by Representative Edwards toward two young women he employed." Rep. Teresa Leger Fernandez (D-N.M.) called the congressman's actions "outlandish and disturbing," adding that without swift House action, "there is no opportunity for these women to receive justice."
