Secretary of State Marco Rubio is visiting an unexpected location during his trip to India, heading on Wednesday to a small coastal city in the western state of Gujarat that houses the world's largest oil-refining hub.
The city, Jamnagar, hosts a massive complex run by Reliance Industries, led by billionaire Mukesh Ambani. The stop underscores the growing prominence of energy investments in Washington and New Delhi's relationship, as the United States searches for buyers of Venezuelan oil.
The American government is encouraging India to shift away from Russian fuel imports while simultaneously seeking outlets for increased Venezuelan petroleum output.
In Mumbai on Tuesday, Rubio described India as a "refining superpower" capable of processing heavy crude. He noted plans to discuss Venezuelan oil processing with Reliance, adding, "They have the capability to refine heavy crude. They’ve done so in the past, and I think as more and more Venezuelan oil comes online, it’s something they can do."
The Jamnagar facility boasts a processing capacity of roughly 1.4 million barrels daily, turning crude into fuels like diesel and gasoline, as well as raw materials for plastics and synthetic fibers.
Its advanced engineering and vast size make it crucial during geopolitical turmoil, such as conflicts involving Iran and Yemen that threaten key maritime lanes like the Red Sea and the Strait of Hormuz.
To address these global stability risks, Rubio emphasized that large-scale refining operations help nations navigate energy security challenges.
"Energy is related to national security. You know, countries fight wars over energy, as an example. Economies collapse over lack of energy. So we’re going to go see a company that has a tremendous amount of refining capability, so it makes all the sense in the world to talk to them about it," he stated.
While Venezuelan crude cannot single-handedly fix wider supply shocks, expanded production offers an immediate buffer.
The visit also highlights the global standing of Reliance Industries and its chairman, Mukesh Ambani, who is scheduled to meet with Rubio. The private conglomerate holds vast investments across retail, telecom, petrochemicals, traditional oil and gas, and green energy.
Reliance is also supporting energy initiatives inside the United States, backing a planned $300 billion refinery initiative in Brownsville, Texas, which U.S. President Donald Trump unveiled in March.
Beyond its industrial significance, Jamnagar gained international fame in March 2024 when Ambani’s youngest son, Anant Ambani, held lavish pre-wedding celebrations with Radhika Merchant there. The festivities brought together prominent politicians, celebrities, and international corporate leaders, highlighting the family’s wealth.
Subsequent elaborate family events have further established Jamnagar and its central refinery as the corporate empire's crown jewel, converting the industrial hub into a prominent international display of Reliance Industries' reach.
