Impact of Cosmic Ray Distribution on the Growth and Saturation of Bell Instability

arXiv:2511.21154v2 Announce Type: replace-cross Abstract: Cosmic rays (CRs) streaming in weakly magnetized plasmas can drive large-amplitude magnetic fluctuations via nonresonant streaming instability (NRSI), or Bell instability. Using one-dimensional kinetic simulations, we investigate how mono-energetic and power-law CR momentum distributions influence the growth and saturation of NRSI. The linear growth is governed solely by the CR current and is largely insensitive to the CR distribution.

The Alligator Alcatraz Boondoggle

Since the early 1990s, I have visited scores of prisons and jails throughout the United States, as well as the Guantánamo Bay detention camp. The immigrant-detention facility known as Alligator Alcatraz, deep in the Florida Everglades, stands out as a uniquely cruel publicity stunt with an absurdly high price tag, in which much of the money goes into just a few pockets. For almost a year, the facility has been operated under an unusual arrangement: funded by the state of Florida and run by...

Data Profiling for Change Rules

Announce Type: new Abstract: Understanding data change is critical towards understanding trends, normal vs. abnormal behaviours, recognizing patterns, and the causes of change. Existing database systems have limited support for change management, relying on statistics, triggers, and constraints. Data quality rules model sequential changes along a restricted set of attributes, quantify change among unordered tuples, and have limited ability to model the context under which attribute changes...

SoK: DARPA's AI Cyber Challenge (AIxCC): Competition Design, Architectures, and Lessons Learned

arXiv:2602.07666v4 Announce Type: replace Abstract: DARPA's AI Cyber Challenge (AIxCC, 2023--2025) is the largest competition to date for building fully autonomous cyber reasoning systems (CRSs) that leverage recent advances in AI -- particularly large language models (LLMs) -- to discover and remediate vulnerabilities in real-world open-source software. This paper presents the first systematic analysis of AIxCC. Drawing on design documents, source code, execution traces, and discussions...

The American Missile Crisis

Recent global conflicts, from Russia and Ukraine to Iran and Israel, have seen a resurgent awareness of the frailty of US munitions stock, which has been drawn down by both direct and indirect involvement in these events. While exact stockpile volumes are not disclosed, it is estimated that supplies of US warheads and the missiles that carry them have declined by nearly an order of magnitude since their peak during the Cuban Missile Crisis. Analysts have estimated that in the event of a...
