Ex-head of CUHK rehab centre charged with fraud over false service claims Lau Mun-cheung, 65, is accused of falsely claiming he personally provided consultations and procedures to patients to obtain fees from the university Hong Kong’s anti-corruption watchdog has charged a former senior staff member at the Chinese University Medical Centre over alleged fraud. The Independent Commission Against Corruption (ICAC) said on Monday that it was accusing Lau Mun-cheung, 65, former head and consultant physiotherapist of the institution’s Sports Medicine and Rehabilitation Centre, of falsely claiming that he had personally provided professional services, including consultations and procedures, to patients to obtain fees from the university. According to the watchdog, Lau was responsible for managing the centre’s operations and supervising about 20 physiotherapists. He was entitled to receive fees for services he personally provided, such as consultations, procedures and operations. The fraud charge alleges that between July 2021 and September 2025, Lau falsely represented that he had personally provided services to patients, with intent to defraud the university into paying him professional fees. The ICAC said its investigation found that Lau allegedly instructed physiotherapists on multiple occasions to treat patients under appointments booked in his name, despite not providing the services himself.
