Merseyside Police said armed units were deployed to the scene following the shooting, with Lodge Lane subsequently closed between Bentley Road and Seacole Close.
The man sustained a gunshot wound that is not believed to be life-threatening, the force said. He is receiving treatment in hospital.
A Section 60 stop-and-search order is now in place until 6.59pm, when it will be reviewed.

Detective Chief Inspector Alan Nuttall said: "Firing a gun inside a café was a dangerous and reckless act of violence where many more people could have been hurt and led to more tragic circumstances."
He added: "We know that guns cause misery on our streets and we would ask for the public’s help in coming forward with any information they have so we can find the person or people responsible."
Det Ch Insp Nuttall urged people in the area to check their CCTV, dashcam or doorbell footage as it could assist officers.
